One financial market regulator is building out team and doesnt need Senate confirmation.

The Financial Industry Regulatory Authority’s new President and CEO Robert Cook has announced the appointments of a new head of government affairs and head of corporate communications as he builds his management team at the self-regulatory organization.

Cook, who took the helm at FINRA last summer, has appointed Capitol Hill veteran Greg Dean as Senior Vice President of Government Affairs. Dean, who most recently worked at the Royal Bank of Canada, previously held several key committee staff positions for Senate Republicans.

Before joining RBC in 2015, Dean served for more than 14 years in a variety of roles on Capitol Hill, including serving as Chief Counsel for three separate committees in the U.S. Senate including on the Banking, Housing and Urban Affairs, Health, Education, Labor and Pensions, and Budget Committees. He also was Staff Director for the Securities Subcommittee of the Senate Banking Committee. In addition, he was the Finance Counsel for the U.S. House Committee on Small Business and the Banking Counsel for the Senate Committee on Small Business and Entrepreneurship.

Prior to his Congressional career, he was with FINRA’s predecessor, NASD Regulation, where he served as an attorney in the Office of the General Counsel. He began his career at the U.S. Small Business Administration, Office of Advocacy..

We are delighted Greg is joining FINRA, and he will play a key role in our senior management team, Cook said. Gregs expertise and wide range of experience working in both houses of Congress, the federal government and the private sector make him uniquely qualified to lead the government affairs function at FINRA. And his experience working to promote small business will be exceptionally valuable in helping FINRA advance new initiatives in this area.

Cook also announced Josh Drobnyk as Senior Vice President of Corporate Communications. Drobnyk joins FINRA from Treasury, where he was the deputy head of public affairs and then deputy chief of staff.

During his time at Treasury, Drobnyk also served for a time as Acting Assistant Secretary for Public Affairs. Prior to joining Treasury, Mr. Drobnyk served as Minority Communications Director for the House Committee on Ways and Means before becoming Deputy Staff Director. He also served as Communications Director for U.S. Rep. Chris Carney (D-PA). In addition, Mr. Drobnyk spent several years as a reporter for various publications and worked early in his career as an account executive for J. Walter Thompson.

Both appointments were effective January 30.
