ON THE MOVE: Jason Burt Departs SEC; CIBC Hires Bryan Blake

The Securities and Exchange Commission has announced that Jason Burt, Deputy Director of the Division of Enforcement (Specialized Units), will depart the agency on May 1, 2026, after more than 22 years of public service. He was appointed to serve as the Deputy Director for Specialized Units in April 2025 and began his SEC career in Washington, D.C., as an attorney advisor in the Division of Examinations and then as an investigative attorney in the Division of Enforcement.

Bryan Blake has joined CIBC Capital Markets as Managing Director and Head of Global Low Touch Execution, leading the strategy and performance of the bank’s electronic trading platform across global equities, according to a LinkedIn post. Blake is a markets executive with over 20 years of experience in electronic trading, exchanges, and market structure. Blake joins after nearly six years at Cboe Global Markets, where he most recently served as Vice President and Head of Canadian Equities.

Jay Patel 

Crossover Markets has appointed Jay Patel as Global Head of Markets, based in New York, the firm said in an email to Traders Magazine. Patel will oversee liquidity analytics and client experience across CROSSx, the firm’s execution-only digital asset ECN. He joins from Euronext FX, where he spent nearly 14 years, most recently as Head of Product and a member of the management board.

Xceptor has announced the appointment of Sareena Dalla Brookshire as Chief Product Officer (CPO), a newly created role, based in New York. According to a press statement, Brookshire brings nearly two decades of capital markets experience at leading financial institutions. Most recently, she served as CPO at BNY Pershing, leading a large global product organisation to deliver measurable platform modernisation, product growth, and commercial outcomes. Prior to this, she held senior positions at Vanguard and BlackRock, where she played a key role in new product development and transforming digital user experiences.

Zema Global has appointed Tina Morris as Chief Operating Officer, Frederick Winston as Chief Financial Officer and Javed Matin as SVP, Go-to-Market Operations to scale its data and analytics platform globally. According to a press release, Morris joins from FLINTpro to oversee operational excellence, execution and customer satisfaction, which includes the application of AI and automation to drive efficiency. Winston joins from Confluence to support the company’s next phase of growth and operational scale. Matin joins from Behavox to support the delivery of clear customer value across global markets.
