ON THE MOVE: NYSE Promotes Clare Saperstein; Asgar Ali to Citi

Clare Saperstein

Clare Saperstein has started a new position as Head of Market Services at NYSE, overseeing the NYSE’s market structure policy and strategy as well as its participation in the National Market System (NMS) plans. She also manages NYSE’s SIAC and Market Data Administration teams. Previously, Saperstein was Head of Equities, NYSE, responsible for strategy, product development and relationship management across the NYSE’s five equity exchanges, TRF, Global OTC and NYSE Bonds. She also served as an Associate General Counsel at the NYSE and as a Senior Vice President at NYSE Regulation, responsible for rule development and oversight of its regulatory relationship with FINRA.

Asgar Ali

Asgar Ali has joined Citi as Director of Data Transformation within the Chief Administration Office. He is a dynamic financial services industry professional with over 15 years of experience working within the Capital Markets space for Domestic and Foreign Investment Banks. Ali joins Citi from Deutsche Bank, where he served as VP – Americas Data Risk Management.

Charlie Whitlock has joined XTX Markets as Head of Americas Distribution, based in New York. He brings 25 years of financial markets experience to the role. Whitlock was previously at Credit Suisse where he was a Managing Director and Head of America’s AES Sales. 

Essex Securities, a full-service minority broker-dealer based in Jersey City, has hired Jeffrey Martin to trade municipal bonds. Martin is a 54-year veteran in the municipal bond business, including trading, underwriting and brokering. He joins Essex Securities from Vision Financial Markets where he was Manager of Municipal Bond Department.

Sam Farrell has joined Torstone Technology as Head of North America. Based in Toronto, he will have oversight of all the US and Canadian operations for Torstone. Farrell  will continue to expand Torstone’s footprint in North America, further establishing the business as a key provider within the US and Canadian markets. Prior to joining Torstone, he spent the last 35 years in Canada, having previously worked at RBC, TD Securities, Scotiabank, and most recently at Credit Suisse Canada as a senior operations leader.

Carole House will serve as the CFTC’s Technology Advisory Committee (TAC)’s chair and Ari Redbord will serve as Vice Chair. House is an Executive in Residence at Terranet Ventures, and recently served as the Director for Cybersecurity and Secure Digital Innovation for the White House National Security Council. Redbord is the Head of Legal and Government Affairs at TRM Labs, a blockchain intelligence company that detects and investigates digital asset fraud and financial crimes, who previously served as the Senior Advisor to the Treasury Deputy Secretary and the Undersecretary for Terrorism and Financial Intelligence, and is a former federal prosecutor.
