TRADERS ON THE MOVE: IFS Securities Hires Equity Trading Head, SEC’s Burns Joins Law Firm

IFS Securities, an Atlanta-based full-service independent broker-dealer, announced it has hired Daniel Padilla as a managing director and head of institutional equity trading. Padilla, a pro with 17 years of experience, will focus on sales and trading services to middle market and large institutional investors throughout North America and internationally. He specializes in serving hedge funds, institutions and pension fund managers in both markets.

The firm also added Joseph Libretti as a managing director in its corporate advisory group. Libretti, a veteran with 25 years of experience, will be responsible for assisting institutions; treasury teams; and multi-billion dollar, publicly-traded companies with debt offering strategies and equity market repurchase solutions.

The law firm of Willkie Farr & Gallagher has hired former Securities and Exchange Commission Deputy Director James Burns. Burns, formerly of the Commission’s Division of Trading and Markets, will be a part of the firm’s Asset Management Group and will be based in its Washington, D.C. office. He will focus on counseling investment managers and broker-dealers on all aspects of their business, including regulatory, compliance and enforcement matters.

While at the SEC, Burns oversaw the core regulatory functions within the Division of Trading and Markets, including market supervision, analytics and research, derivatives policy and trading practices, and the chief counsel and enforcement liaison offices.[IMGCAp(2)]

Prior to joining the Division, Burns served under Chairman Schapiro as the agency’s Deputy Chief of Staff, where he advised on the development and execution of the SEC’s broader rulemaking and policy agenda. Before joining the SEC staff, Burns worked in private practice, advising investment managers and fiduciaries, fund clients, broker-dealers, and other market participants on a variety of regulatory, compliance and enforcement matters.

UBS hired Kevin Lecocq as its global head of products in asset management. Currently on gardening leave from Deutsche Bank, Lecocq will begin in the bank’s Zurich office in November. At Deutsche Bank, he was global chief investment officer in its private wealth management group. UBS also promoted 18-year veteran Andreas Schlatter as the global head of distribution.
