ON THE MOVE: Dan Berkovitz to Leave SEC; OSC Names Kevan Cowan

The U.S. Securities and Exchange Commission has announced that General Counsel Dan Berkovitz will depart the agency, effective January 31, 2023. Megan Barbero, currently SEC Principal Deputy General Counsel, will be appointed General Counsel, effective upon Berkovitz’s departure. Berkovitz was appointed SEC General Counsel November 1, 2021. He previously served as a Commissioner of the Commodity Futures Trading Commission (CFTC). Barbero joined the SEC in July 2021 and currently advises the Commission on complex legal issues relating to rulemaking initiatives and litigation strategy. Before joining the SEC, she served as Deputy General Counsel for the U.S. House of Representatives, where she managed strategic litigation for the House. 

Kevan Cowan

The Ontario Securities Commission (OSC) has announced that Kevan Cowan began his term as OSC Chair of the Board, by way of an Order in Council approved and ordered by the Lieutenant Governor of Ontario. Cowan was appointed Chair of the OSC by the Ontario government on November 30, 2022. His term as Chair continues until April 29, 2024, which corresponds with the term of his initial two-year appointment as part-time director that began with the proclamation of the Securities Commission Act, 2021, on April 29, 2022. Cowan is a financial services executive and lawyer with more than 30 years of experience in capital markets operational, regulatory and policy matters. He is the past Chief Executive Officer of the Capital Markets Authority Implementation Organization, the past President of TSX Markets responsible for all TSX stock exchanges, and the past President of the TSX Venture Exchange. 

Sarah ten Siethoff

The Securities and Exchange Commission has named Sarah ten Siethoff as Deputy Director of the Division of Investment Management. In addition to serving as Deputy Director, she will continue serving as the Associate Director of the Division’s Rulemaking Office, a position she has held since 2018. Tten Siethoff served as Acting Director of the Division of Investment Management from January 2021 to December 2021. She joined the Division of Investment Management in 2008 and previously served in a variety of roles in its Rulemaking Office, including Deputy Associate Director and Assistant Director. 

Saxo Bank has appointed Mads Dorf Petersen as Chief Financial Officer (CFO). He has held the position since October on an interim basis after Mette Ingeman Pedersen left Saxo. Prior, Petersen served as Head of Commercial Finance at Saxo. He joined the bank in 2009 and has held various leadership roles within finance including Head of Business Planning and Analysis and Deputy Head of Group Finance.

Enfusion, a provider of cloud-native SaaS solutions for investment managers, has appointed Oleg Movchan, as Chief Executive Officer. He has been serving as Interim Chief Executive Officer since August 21, 2022. Movchan has been an Enfusion investor and board member for more than ten years and brings deep knowledge of its leading cloud-based investment management software and services. Throughout his 26-year professional career Mr. Movchan has held numerous executive leadership positions across industries, including investment management organizations, a consumer packaged-goods company, and a private equity investment platform. 

Fusion Risk Management, a provider of operational resilience, business continuity, and risk management software and services, has appointed Edna Conway to its Board of Directors. Conway brings decades of technical executive leadership to Fusion. She currently serves as Vice President, Security & Risk Officer for Microsoft’s Cloud Infrastructure, where she is responsible for the security, resiliency, and governance of the cloud infrastructure upon which Microsoft’s Intelligent Cloud business operates.
