Exchanges Recommend Compromise on Uptick Rule for Short Sales

The biggest stock exchanges, after six months of disagreement, forged a consensus and yesterday proposed a modified uptick rule to the SEC. This comes in advance of the Commission's April 8 meeting to consider new restrictions on short selling.
