The trade-through rule "is not related to speed," says Instinet CEO Ed Nicoll. Instead, it is a rule "that substitutes the judgment of the federal government for the marketplace," Nicoll told members of the U.S. Senate's Banking Committee. Nicoll complained that those who want to preserve the rule "find themselves unable to compete with new, nimbler competitorswho are able to adapt to consumer demands."
